The Rainbow Water Customer Service team is here to help you with questions regarding water service. Below are the most frequently asked customer questions.

Bill Questions

How do I start or cancel service? 

New to the community and need to set up service? Are you moving and need to stop service? Rainbow Water offers two convenient options to start or stop service:

  • Visit the Start Service webpage to submit a request to start your water service. 
  • Customers may also call Customer Service at 760-728-1178.
How do I update my contact information? 

Have you recently moved or changed your phone number?  To ensure you receive monthly invoices, newsletters, and service updates, please update your information. Customers can update their cell phone, home phone, mailing address, and email address in two ways:

  • Call the Customer Service team to update your information via phone at 760-728-1178
  • Visit the Update Your Information webpage to complete the online form.  
How can I make a bill payment 

Bill Payment Options

Rainbow Water accepts payment by phone during business hours, Monday through Friday from 8:00 a.m. to 4:30 p.m. (Office is closed on major holidays)

  • Payments in person and over the phone received by 3:30 p.m. will be applied for the same business day.
  • Card, check, and cash payments are accepted in person during office hours. 
  • Credit and debit card processing fees apply to all online and in-person payments.
  • No fee for ACH payment made through online bill payment enrollment.
  • Payments are accepted at US Bank locations.

Online payments are accepted through Rainbow Water's online bill payment website.

Credit Card Fees

Rainbow Water will start recovering merchant costs for accepting credit and debit card payments, with a new 2.95% convenience fee on all online and in-person card transactions. The new credit card fee policy was approved by the Board of Directors in May 2026. The fee will be collected directly from the payment processor to cover credit card merchant fees, and the revenue will not be paid to Rainbow Water.  

  • The fees do not apply to ACH and check payments, which remain no-fee options for customers.
  • Fees apply to debit and credit card payments made through auto pay, by phone, online, and at the Rainbow Water office.

Update Your Billing Information

  • Visit the Bill Payments webpage
  • Log into your account or set up an account.
  • Select Payment Accounts, add a payment method
  • for ACH payment, and save your bank information.
  • To set up auto payment, select Automatic Payments, add your recurring payment and select Save to complete online bill pay enrollment.

Customers also have the option to contact Customer Service to update billing information at (760) 728-1178.

How do I enroll in online bill pay? 

Online Bill Payment Setup

  • Visit the Pay My Bill webpage
  • Log into your account or set up an account. Enter your account number and property address numbers only.
  • Set up a NEW username and password when creating your profile. 
  • Select Payment Accounts, add a payment method for ACH payment and Save your bank information.
  • To set up auto payment, select Automatic Payments
  • Select or add your recurring form of payment and select Save to complete online bill pay enrollment.
  • Please note: There is a 30-day delay in billing system enrollment with the InfoSend billing provider. To avoid a missed or late payment, please call customer service to schedule a payment for the current billing month.
  • Please call Customer Service if you are unable to retrieve your password, need to update your email, or cannot log into your account. Customer Service can assist you with sending a password reset email.

Enrollement Tips

Username - Cannot be an email address

Passwords - Must have at least 8 characters and at least 3 of the following:

  • 1 or more numbers
  • 1 or more uppercase characters
  • 1 or more lowercase characters
  • Include ONLY these special characters: *+-./=?^_{}~!@$

Password - cannot include:

  • Same password as before or repeat the same sequence of letters
  • your name
  • your Login ID
  • More than 3 repeating characters, numbers or special characters, such as AAAA, 2222 or !!!!
  • More than 3 consecutive characters or numbers, such as aBcD or 4567
  • A verification email will be sent with a confirmation link to complete enrollment. The customer must click the link in that email to complete the process.
  • Customers may opt in to receive paperless billing and receive email or text notification when the monthly water bill is ready to view.
  • After enrollment, customers must complete the additional step to set up autopay to schedule monthly payments to be automatically deducted.
  • If you have more than one account, once you have created a profile for one of them, you can link additional accounts to it and then view and pay your bills all at once.

Now, simply click here and then click on the ENROLL button. 

In addition to making a payment online at any time, customers can make a payment over the phone during regular office hours and after hours using the automated system at (760) 728-1178.

How do I request a payment plan? 

Rainbow Water offers payment plans, and additional options are available to adjust your rate plan from single-family, agricultural, with residence, and more. For more information and to request a payment plan, please submit the form below or contact Customer Service at 760-728-1178.

How do I get a late fee waiver? 

Late fee waivers area availble to customers once every two calendar years. To request a late fee waiver, please complete the form below or contact Customer Service at 760-728-1178.

What are the charges on my bill? 

Service bills are sent after a month of service, and amounts are determined by variable and fixed rates.

  • The fixed rate is a shared cost for all ratepayers to maintain over 320 miles of water main, 10 pump stations, four reservoirs, and 13 storage tanks to deliver safe and reliable water to its customers.
  • The variable rate is the amount of water the customer actually consumes.

How do I get a Flume device? How do I install the device? 

Flume is a water-efficiency incentive program that enables customers to access real-time water usage data via an intelligent water monitoring device. The device is available to District ratepayers with a $50 rebate after installation (must be installed within 10 days of delivery), bringing the final cost to $75.00 plus shipping. The device is only available for purchase online at: flumewater.com/rainbow
Installation

After a quick, DIY installation (no plumber or special tools required), Flume users have access to their water usage down to the minute. Flume provides water-use insights and reports via a mobile app. The app allows customers to understand, manage, and conserve their water. The tools also allow customization of budgets and setup of alerts to instantly notify users of excess water use.

Why did I receive a backflow notice? What are the next steps? 

Backflow Devices

A backflow device prevents a reverse-flow situation in which incoming potable water could be cross-connected to various auxiliary water sources or other hazards. The backflow device protects Rainbow Water's distribution system, the community, and your home.

Why Do We Need Backflow Devices?
Backflow devices protect water safety by preventing contaminants from re-entering the water supply from the customer side due to back pressure or siphonage. A backflow incident can impact the quality of water, and backflow devices work to prevent health hazards (i.e. well water of unknown quality, chemicals from a fertilizer injection system, stagnant water in fire sprinkler lines, etc.) from entering the public water system.

Where are backflow devices located?

Backflow devices are located throughout the Rainbow Water service area and are commonly found on the customer’s side of the water meter. Devices range in size depending on the meter size needed to keep up with the watering demand of various properties.

Who is Responsible for the Backflow Device?

Homeowners are responsible for maintaining and repairing the backflow device on their property. Rainbow Water performs annual backflow testing, and a repair letter is sent to customers when a backflow test fails. Customers are responsible for hiring a certified backflow technician to perform the repair, and the technician then sends the final backflow documents to Rainbow Water for completion.

What is a pressure reducing valve? Why do I need one on my side of the meter? 

What is a Pressure Reducing Valve / Regulator (PRV)?

Water pressure regulators, also known as pressure-reducing valves (PRVs), are compact valves that reduce incoming water pressure from the public water main, providing a lower, more consistent water pressure for distribution to your household plumbing and fixtures. A PRV is essential for protecting your home's plumbing and maintaining consistent water pressure.

Why can't I build or plant on top of an easement? 

Easements are agreements between landowners and utilities to allow utility access for preventive maintenance, repairs, and emergency response.

To facilitate access, landowners are not to build or plant on an easement.

  • Tree roots can impede the utility, causing damage and eventually a line break.
  • Trees, shrubs, fencing, and any structures are not allowed in the easement without the written consent of the District.
  • Structures, hardscape or other landscape materials prevent access to pipelines for repair or emergency response.
